MOSCOW -(Dow Jones)- A new consortium between Vietnam's PetroVietnam and Russia's OAO Zarubezhneft - two state-owned oil companies - will start oil production in Russia in 2011 and targets reaching a maximum daily crude output of around 130,000 barrels, the Russian company said Friday.
