The United States Trade Representatives (USTR) upgraded Lebanon from the Priority Watch List for serious infringements of intellectual property rights and severe copyright problems to the less severe Watch List. The USTR placed Lebanon on the Watch List in 1999 and moved it in 2001 to the more critical Priority Watch List, where it had remained since.
