While many Solano residents on Friday toasted the 232nd anniversary of America's liberation from Great Britain, Fairfield police Capt. Tom Giugni tasted a sweet bit of freedom of his own. After 31 1/2-years in law enforcement, the 55-year-old on Thursday bid a final adieu to the men and women of the Fairfield Police Department before sailing off into retirement.
