COTABATO CITY—Typhoon Frank has exposed the perils of an unfinished bridge in Mindanao. Tons of marsh grassland pushed midstream during the onslaught of typhoon Frank accumulated and clogged Pulangi River, causing floods in the city and in villages downstream.
