Phoenix City Manager Frank Fairbanks knows Phoenix like few others. Though he was born in Maryland, his family moved to Phoenix when he was a 1-year-old after his father was diagnosed with lung problems. Fairbanks grew up near current day downtown, just a few minutes by car to his office in Phoenix City Hall.
