Better enforcement of rules already on the books is the quickest way to revitalize La Crosse’s deteriorating neighborhoods, a housing report concluded last week. But city officials say its easier said than done.

Maryland State Police stopped using 10-codes in their radio transmissions Wednesday in an effort to ease communication with other departments, even though many departments still use old codes.
