Because of increased tuition at the College of Lake County, Kevin Chen of Gurnee turned to gambling to raise more money. "If I don't have enough money, I go to the casino," Chen, 21, said. Winning money helps cover his education – but he also works at a restaurant on weeknights and baby-sits on weekends.
