Arts and culture will have to compete for state financial support

In Gov. Dannel P. Malloy's proposed 2012-13 state budget, direct financial help for arts and cultural organizations such as the Garde Arts Center and the Mystic Aquarium would be supplanted by a competitive process aimed at creating a more efficient use of funding.
