Standing shoulder-to-shoulder before a backdrop of hundreds of orange and yellow county-issued prisoner jumpsuits, more than 100 county commissioners and sheriffs crowded the state capitol's south steps Thursday to deliver a message to lawmakers and Governor Tim Pawlenty: it's time to reform the way the state does business with local government or government will shut down.
