Jeffrey Blaine, a longtime fixture in City of Detroit government, was Detroit's human encyclopedia, a wizard with city history. But he also was known for a sharp sense of humor and for his kindness. Mr. Blaine died Aug. 29 of a heart attack at his Plymouth home. He was 59.
