India: Floods ravage Bihar; 2 million displaced (Los Angeles Times)

Government failed to evacuate isolated villages whose residents have fled in the worst flooding in 50 years as the Kosi River overflows. Desperate villagers are eating uncooked rice and cornmeal. A boat carrying dozens of flood victims overturned in eastern India, killing at least 20 people and raising to 85 the death toll while hunger and disease stalked the worst-ever floods in 50 years.
