 They’re everywhere. Buzzing from purses and pockets, beeping in backpacks and lockers – cell phones, iPods and other PDAs, or personal digital assistants, are ever present in area high schools.    But while their presence can be disruptive and distracting in classrooms, in some cases, they serve as cost-cutting learning tools and symbols of responsibility for students,  school officials say.
